Heat damages hair. It blows the cuticle open causing frizziness, tangles and lack of light reflection (i.e. no shine.) Heat from blow drying is one thing that causes the mechanical damage so use a cool or the lowest setting possible. If you have sufficiently absorbed excess water with your towel, it won't take that much longer on a cool setting. You'll have less static problems with a cool dryer too! Beginning to blowdry dripping wet hair is a waste of time...wait till it is 80% dry before beginning and hair will take shape even better!

...Of course, who has time for that? I try to use the cool setting after getting my hair mostly dry to help add shine/seal the cuticle. (Not only that, but I'm usually burning up by the time I use the high heat after blowing my thick hair!) I also use this if I use hot rollers to help cool them off more quickly.

I watched a show about the making of Revlon as a company and how they came about their product. The cool setting is supposed to add shine to your hair, as well as keep your hair from getting too hot and drying out the ends, causing split ends.

When you blow dry your hair on cool after heating it, it sets the style and adds gloss. I always finish a blow dry session, or curler session with a splash of cold air to "set" the style in place.

You are supposed to cool your hair to set it after you are done drying it. Especially your roots if you blowdry upside down.

after you blow dry your hair, you are sooooo hot, so the cool setting is to blow a blast of cool air on your face (helps take away the redness), on your neck, back and your pits.

Really works! Don't most people feel like they need ANOTHER shower after blow drying?

Well I don't know what the TECHNICAL use is...

but when I get done drying my hair (or mostly done) I tend to flip my head upside down and give it a blast of cold air. That kind of makes it stay better/bigger :D

Like if you wanna slightly dry your hair, or you don't want any heat damage...Or for shine
