how do you increase your science funds in civ iii? also, does anyone know how to get more technologies faster?

Open up the button with the dialogue box on it to talk to your advisors. The first one is the Domestic Advisor. There's a status bar on the upper right with a test flask next to it that changes the percent of your funds going to science.

Secondly, whenever a city can spare a worker and still grow, make them into a scientist (click on the city map which worker you want to do this. You'll also be able to see what you're losing better). The more scientists you have, the more science the city will make.

Improvements that speed up science production are: library, university, research lab. If you play a Scientific civilization, you get these improvements at half the cost.

World wonders that increase the city's science production are: Great Library, Copernicus's observatory, Newton's University, and Theory of Evolution (gives you 2 technologies immediately).

You can also bargain with other civs to gain their technologies, but it's not always possible and sometimes the price is high.
