It depends heavily on the type of fanfiction you want. www.fanfiction.net is good but its gnerally geared around the PG -R range. You have to rifle around a lot through badly written stuff by 13 year olds but hwne you find something good its a gem. Same thing goes for adultfanfiction.net (except its 13 year old fics written for adults).
Livejournal's pretty good. You want to find communities geared toward the genre or type of ficition you like. If you like Buffy, DBZ, Naruto, Harry Potter,Sentinel, Original, Yaoi, Slash, Smallville, Anime, the list is infinite 10 to 1 you'll find something you like on livejournal.
Oh squidge.org (might not be the domain name try googling it) has a bunch of older stuff but they have good stuff from really REALLY rare fandoms if your willing to delve into it.
Mostly I would suggest that once you find a really really great author in a fandom you like you check out their links section. Most good author's know other good authors and its at least a start. Good luck on your obsession --- err I mean hobbie.

www.fanfiction.net has a lot of fanfiction there. If you're looking for a particular type, then try doing a search, theres a lot of websites dedicated to fanfiction of one type. But fanfiction.net is your best bet.
