Since he's a young boy, dress him up as a cute little girl, make him a princess for a few hours. He shouldn't have to shave, but if he wants too, let him, do his make-up, hair or wig, make him wear a training bra & cotton panties & white tights. Let him wear a frilly dress, pink or yellow & a pair of white pumps with 3" heels. His friend should be dressed up the same way your brother is & it would be nice if they put on a fashion show or gave a tea party.

You didn't mention this one, take pictures;) Well, depending on if he has good legs I'd go with a mini skirt, spare him the embarassment of a chest, and have him in a bright pink halter top. Don't make him shave though, that would be too much of a blow to his pride. Try fishnets though, guys look hilarious in them! Let him behave however he wants, but go crazy with the makeup, this is one of the funniest parts of guys doing drag. Also, give him a manicure with a very girly shade. I wouldn't make him wear heels unless he's very coordinated, but platforms would work well. Layer on the jewelery=)

For band each year the frosh boys have to get up in drag at the annual band lip sinc, so I've seen and dressed many of them. The result is always a lot of laughter when they walk out on stage!

if he is high-school age, you should dress him as a cheerleader...so, yes, his legs should be shaven, as well as his chest and any facial hair...he should act the part, and his friend should be dressed as well, but maybe as a "yell leader" (male cheerleader)...make sure that brother dear has an appropriate wig, so that his hair can be put up as if for a cheer squad performance at the homecoming came

also, he should be dressed for the full day, not just an hour or two...and some pictures should definitely be taken, but your "New sister" should be have control of the prints and the negatives, that way, no use can be made of them for any sort of blackmail purposes
