The principle problem is that the ability to produce energy has not kept up with the growing urban areas. In some areas, for instance in California, this has led to mass power black-outs, at times, with the express purpose of raising energy prices. It's the old Adam Smith idea, supply and demand. When demand goes up, and supplies either go down or remain constant, then prices also go up.

It's not as simple as just more people, however. The people that live in urban areas are also using more electricity for such things as computers and HD televisions, or wide screen televisions. These all take more energy than was used before and the power grid cannot cope with the extra demands.

The good news is that science has made available plenty of ways to obtain more electricity, such as each house having their own solar power systems. The bad news is, very few if anyone is using these, because it would drastically reduce the demand from power companies and right now they are the ones who are supporting, or buying off politicians.
