Put the rubber part over the hole in the bottom and pump the plunger up and down a couple times then take it out. The toilet should flush on its own if it is full. If not flush it manually and repeat the process.

Plungers can cause more problems than you already have. Does it make sense to PUSH a clog further into the blockage? Put the end of the plunger down into the bowl and over the opening. Push down gently to get the air out of the bulb. Pull it back a bit and then slowly back down. Now you should have all the air out of the bulb. Now pull the handle rapidly to you. This will create a vacuum and pull the clog back into the bowl. It may be something other than normal waste clogging it (comb, toy etc). This way you won't be causing a clog further down the drainage system. Repeat vacuum action if necessary.

ok, the way a plunger works, the way they ALL work, is by allowing them to use the non-compressable nature of liquids to create a hydraulic press in the plumbing of your pipes / toilet which then forces the clog out, generally breaking it up just enough to pass as well.

To do this you place the plunger into the toilet, and slowly depress it and pull back on it until you can feel that suction is established. Then pull back as much as you can before you think suction is about to be lost and them depress it much more firmly this time and repeat.

It's the downward motion that clears it most of the time but it's the constant "back and forth" pressure you're creating with that water that is "ramming" the clog. Once you get that concept in your mind, you'll work it out as far as how it feel in your hands.
