It is an offence to tow any vehicle on a motorway unless:
a) You are working for/are a registered recovery firm,
or
b) You are simply towing off the motorway at the next junction.

It is illegal to tow on a Motorway. You need to trailer it.
If you tow on a non-motorway, I believe the vehicle is covered by the insurance of the car used to tow it. You would have to check with your insurance company to be certain.

If it has no motor and no one is driving it, it's just a trailer in the shape of a car. You could contact local law enforcement and tell them what you plan to do - ask if there are any safety items that you should add, such as signage ("CAR IN TOW") or safety lights.

The vehicle has to be fully on a trailer, not a car dolly where 2 wheels remain on the pavement.

Can you please let me know when you are on any road anywhere in the world driving any motor vehicle so that I can take care not to be within a thousand miles when you are on the road. If you have to ask that question you obviously have never studied the Highway Code or even got a driving licence.
