i have a project to do on cloud but with the buildin a model i have not think what to do

I'd suspend fiber fill (in the craft department used to fill handmade pillows) with fishing line from a frame. the line will be nearly invisible from a distance.

It depends on what type of cloud. Cumulus would be easier because you can take a styrofoam base, like a bigger ball in the middle and two smaller ones on the out sides so it would look something like oOo, pin them together with wire in a few places and maybe some craft glue. Not hot glue because it will eat the foam. Then cover it with cotton. You can add a hanger to the styrofoam. I think it would look nice.

I'd consider cotton batting you can get at a drug store, or a craft store, or possibly cotton candy, or even bread - maybe too that stuff found in the bottom of flower vases that crushes - some kind of hard foam

Try aerogel. It is very whispy - it is up to 99% air!
