One of the signs that a tsunami, or tidal wave, is coming is a very sudden dramatic drop in the water level which then recedes a long way out from shore. What happens here is a colossal shift in the water due to large geological event offshore such as an earthquake. A gigantic shelf of rock will have shifted, water drops into this sudden new chasm and draws water from the shores -- ultimately returning with a vengeance.

In the olden times, and even in modern times, when all the water in the bay would suddenly disappear it was a remakable sight to view what's at the bottom of the sea. Since events like this were so few and far between, not enough history had been passed on to these curious unfortunates for them to know what is about to happen. So instead of running for the hills, many people would wander out to peruse the sunken ships and exposed artifacts.

The wise could only shout warnings for so long before they had to evacuate their families to higher ground before the wall of water hit.
