Dude, I had a flymow when I was a kid. It was awesome. I didn't even know they still made those things. Hell yeah, it'll work, but you need about 20-25 of them, depending on how much you weigh. You need a 30" thick piece of dense industrial styrofoam for the deck. The mowers have to be grouped into lines of 5, side by side, on top of the foam with holes cut in it to direct the air pressure down through the foam deck. You also have to duct air in from the top to get under the flymow covers just above the blades.You need a 1/4 inch piece of luan glued to the top of the deck to prevent the deck splitting up from the vibration. Then you need to notify your next of kin and get a video camera. There's no way to steer this thing, so only God knows what's gonna happen, but it'll be funnier than hell to watch after your funeral. Good luck. Mine lasted about 23 seconds before it ripped itself apart, but i'm still here. Maybe the newer ones run with less vibration.

As an experienced home builder of hovercraft, there is rarely a thing called a cheap hovercraft. However, you can get plans for a small hovercraft capable of going over water like a UH-10 from www.universalhovercraft.com you can make one for around 600 to 1000 USD which is very cheap. If you can work on it everyday, you can finish one in probably 2 to 3 weeks.

Probably not. The flymo is a very crude hover vehicle, capable of lifting a few millimetres off a hard surface. Over water there would be stability problems.

you might need a extension cable so check your lengths i tryed it in 89 and nearly drowned was 20 foot short of reaching He other side
