I wouldn't suggest it honestly. They would be ok if they were very small angels and you moved they as they grew larger, but for long term care that's really not enough space considering the fish that are already there.

Another thing besides the tank size that nobody has mentioned yet is neons are the natural food for angels out in the wild so once the angels grow large enough they will start to eat your neons.

That depends on the size of the angelfish. If the angelfish are one inch or less it if fine. The problem with angelfish is that they grow big and fast. Being cichlids, angelfish will get quite aggressive. They grow to be about 10 inches. That's just too big for the tank. I wouldn't recommend getting angelfish because they will get larger and attack your small guppies and neons. I'd say your tank is just near your highest capacity. You can get more neons or guppies though. Good luck with your fish!

If you would like to have angelfish, I suggest you get another larger tank. The angelfish lives more happy when she's accompanied.
Try to obtain a 200 litre tank so that you can buy 6 of them.

Yep I think that you can add whatever you like. The two or more angel fish sounds good, but do not add any Parana's or Chinese fighters, for then you will have a big fight for live between the last two. Unless you want to sell tickets for the final fight and make some money, I think that sounds good. In the mean time stick to the angel fish, maybe 4, you have the space. What about 4 yellow heads, or whatever, I am sure there is fish with yellow heads, yellow is a nice colour, don't you think. Anyway as long as you have the space keep on filling the tank and don't forget to feed them.
