You can build a wood 'fence' to go around it. You just have to make sure to leave enough room between the A/C unit and the fence for air to circulate. You also have to leave one side open for repairman to get to the unit. You can plant flowers on the side that faces out away from the house and unit. It would also be good to check with local building codes. Some areas won't let you put anything around an outside ground unit, or restrict how close you can put that 'fence' to it.

Try looking on DIY or HGTV.com

Whatever you build will need to have a lot of room around the unit for air flow. A decorative fence would look good, but would not cut down on much noise. Maybe the fan motor bearing just need to be oiled, this should be done yearly anyway.

You can build a fence or other surround for the unit, but, do not build anything over the top. These units need a lot of air and if you prevent airflow, you will wreck the unit. Call an AC business and they will tell you how much space above the unit you need.
