You are thinking of Horse Guards Parade which is on Whitehall just 50 yards up from Downing Street. Blair lives in Downing street - not Horse Guards Parade.

No. 10 Downing Street, although I believe he really lives at No. 11 because it is bigger for his family.
Big Ben is at the Palace of Westminster (House of Parliament).
The Guards on horses are at Buck House or Buckingham Palace, Her Majesty the Queens London residence.

The prime minister's residence at 10 downing street doesn't have guards on horseback, he only has one (or sometimes two) policemen. Horseguards is in Whitehall (near the palace of westminster) and that (surprisingly) has guards on horses. You can get there from the Westminster underground, it's in Whitehall SW1.
