Boot the computer in Safe Mode (by repeatedly pressing the F8 key during bootup until you get the Safe Mode option screen).
Once in, right click on the desktop, go into Properties and the Settings tab. Lower the resolution of the monitor (using the slide bar on the center left, slide one or more notches to the left).
Reboot the PC and see if the issue is resolved.

Sounds like the monitor is out of Sync.
If an LCD monitor, ONLY use the factory recommended resolution AND 60HZ refresh rate.
If a CRT, check your settings AND ensure you have the latest graphics card drivers.
