Start with a plunger. Use the type with a cone shaped end. Push it slowly down into the bowl and then quickly pull it back to create a vacuum. You don't want to push the clog further into the toilet or drain line. If this doesn't work, rent or buy a Closet Auger. These are a short snaking device with a heavy snake and handle that turns and pushes the snake through the toilet trap. Also has a plastic cover so you do not scratch the toilet surface. If no results, the clog is in the drain line. You will need to remove the toilet or find a clean-out plug to cable out the drain line. The only chemicals I recommend are enzyme drain cleaners. They are safe to use with any sewer system. Enzyme cleaners cling to the clog and eat them. Caustic cleaners eat a small hole in the clog and then exit to the sewer system leaving the majority of the clog to re-clog the lines. If you use a caustic drain cleaner and still end up calling a Plumber, you may be charged more because some caustics can damage the tools he/she uses to unclog the drain lines.

Try plunging it with a floor mop Push up and down rapidly. If that no good, then get some caustic soda from the ironmonger and mop all the water out of the toilet bowl then put the caustic soda in the bowl and add about a cupfull of water to agitate it. Wait 10 minutes and flush the toilet. If tha t doesn 't shift it., raise your manhole cover and see if there is a blockage there. If there is you need drain rods or a company that does this work. Dynorod etc.

Cillit bang! Unscrew the top of the bottle, leav it in there for an hour and then flush. If that doesn't work try caustic soda (you can get from the DIY stores like Focus Do It All. Just keep your bathroom windows open when you do it.
P.S. In earlier days, when I did call a plumber out to do it, he poured caustic soda down it and charged me £80!

Have the same problem sometimes! Bleach and boiling water poured on top of the offending blockage THEN flush the toilet. The sudden pressure will push the hot water and bleach down the pan and clear the lot. Tell them that they do not have to use a whole toilet roll to wipe themselves as well as it is the paper that is probably making a blockage.

I always use a mop and it works, but make sure that the mop head it secure on the pole, push into the flush hole and twist it as you do and remember it's not just the pushing that clears the blockage, the pulling creates a vacuum that is more important, so by pulling and pushing you will clear the most stubborn blockage.

if using a mop watch the head isnt sucked off or you got worse problems
try removing anything you can (waste loo roll etc) then sling a bucket of water down hard from highish up so the force clears it

I used this stuff on my drains called Drain Magic (also for toilets). It does work a treat, but i'll warn you in advance it smells like very very rotten eggs!
