If someone kept calling me in the midnight, maybe mischief or what, and I made a police report, will he got arrested at the airport when he comes to USA ? (He is not a US citizen.) I assume phone calls in midnight could be considered harassment. so this is like felony crime or misdemeanor, not civil matter.

first you need proof to offer to the police.
Second, check your local laws regarding harassment or stalking and see if it qualifies.
Third, file a complaint.
If the officers think your complaint is serious due to threats or malice, they could wait at the airport and detain the person.
Most likely, the person will be denied entry.
Go to your local do-nut shop and ask a cop.
Then you will know for sure.

Every one who comes threw a customs office from another country without a US passport will have to be seen closer by the security. It is not a crime to call someone at the late hour of midnight. If you file a harassment suit against this person - who is in another country- nothing will happen. However, your local phone company may be able to help you put blocks on your telephone. You need to remember, where that person is..it may not be night..but in the middle of the afternoon. They do not see this as being harassment. They will not be arrested at the airport, even if you file a complaint of harassment. My best advice to you is that you should shut your ringer off at night. Most airfares are too high right now for them to travel anyway.

In the highly unlikely event that the police decide to act on your report convince the prosecutor to file charges, an arrest warrant would need to be issued. It would be random chance (i.e. luck) if such a warrant was issued and the security screens happened to be aware of the warrant. In other words, don't count on this happening.

Your harassment is under subsection E ("possibly mischief or what"), it is neither criminal nor misdemeanor. (Harassment is a criminal on condition which you're a public officer or worker). submitting a police checklist does not propose he have been given costs on him. he won't get arrested on the airport.

...for the Police to arrest someone, "they" need more then your phone-report... documentation, perhaps taped voice conversations... it needs to be investigated... and if he is coming to the USA... it's now out of the jurisdiction of his Nation... Change your phone number and be done with it.
