White on top (White reflects the rays and thereby heat) and Black inside (as black absorbs the heat from inside). Such an umbrella will keep cooler in the sun.

I've actually never seen an umbrella that is black on top and white inside and visa versa. But logically white on top will be best as it doesn't attract heat.
If you think of a fridge, the inside is white, it keeps the temperature inside, it keeps the fridge cool, and it doesn't matter what colour of the outside, which then doesn't make sense, because then it if the umbrella is black on the inside, it is supposed to attract the heat, but come to think of it, heat goes up and it is an open area under the umbrella, so you it won't keep the heat inside but it will go out!

I'd think white on top to reflect the heat of the sun and black beneath to absorb reflection and glare. I once had a white hat whose brim had a black lining. It was the best sun hat I've ever worn!

i would have the black on top to really block the sun and the white really shows the signs of wear and stains such as bird mess and tree yuk.
