Well, using the freedom of information act(I can hardly believe they could even try to say enviromental information is classified) couldn't this be done without government even having a say, let alone it needing to pass a law to have it happen or with having them try to obstruct it or prevent it? Though, of course, any auditors would have to be on the lookout to keep there efforts from being sabatoged.

Could there be some big yearly report splashed across all the papers and news programs? Maybe on Earth Day?

It would truly be a wonderful thing if it could be done, but I think that there are too many government officials and politicians who are or can be corrupted, bought off, or whatever. Whatever happened to integrity in our government?
