this is a very generic question .
For backup - I recommend burning the files you need onto a DVD , post that , boot from a startup disk , format the drives clean & reinstall first your OS & then Applications .
Restore your data files from the dvd.

As far as formatting, you would never want to "format" a computer drive unless you want to loose everything on the drive - be careful there. I assume you want to reload everything and not loose your data.
Backup first - then format using your operating system (Windows?) install disk - it will give you the option to format the drive when you install the operating system. Then you can re-install all your programs and restore your "documents" and "data".
The best way that I know to backup a computer is to get another harddrive (like a USB external harddrive - these are pretty cheap now and really fast), connect it to your computer, and copy everything you don't want to loose. There are really good programs that will backup for you like Norton Ghost, but you can also copy yourself by using the drag and drop from your computer to the other drive.
