I have a white film on the inside of my tank. It is on the front and back panel glass. Razor blade won't work. Makes the tank "look" cloudy, but it isn't. Any ideas?

It sounds to me like you either have hard water deposits on your glass or the glass has been etched.

If this is a hard water deposit, it might be able to be removed with a dilute vinegar solution (the "film" is lime scale from calcium in the water, vinegar is a mild acid that will remove it).

If you live in an area with high pH water, or you've kept fish that need a high pH (cichlids, saltwater), the high pH will permanently etch the glass, so there's not solution to this. If you don't have water in the tank right now, the cloudiness looks worse than when there's water in it, but it will never look "perfect". I discovered this when I lived in an area where the water was a pH around 8.0 right out of the tap - all my tanks at the time got this way.

Is the glass scratched? [compare the tank to a new one] Are you sure it's on the inside? To clean white stains from the OUTSIDE of the tank, you can dampen a paper towel with vinegar and scrub the outside of the tank using a circular motion [then rinse lightly with water]. Polish the glass with a dry paper towel. DON'T let vinegar get into the tank water. Hope this helps.
