In short, you have a floaty ball in your tank, if you take the lid off, and a chain attached to a stopper. If you take off your lid, and flush your toilet, you should see the chain pull the stopper up as you push the handle down, and the ball go down as the water goes down. Once the tank starts filling back up with water, you should see the stopper plug the hole, the ball go up with the water, as it remains floating. If the chain comes unattached to either the handle, or the stopper, you will find your toilet TANK is not full, although your bowl is. Flush it a couple of times, most of the time, you find it the first time, and it is usually the stopper at the bottom. Should be an easy fix, depending on which part is causing the stopper to not plug the hole. You may need a whole new assembly, but usually I find that it is just the chain becomes unattached to the stopper.
Good luck to you!

If jiggling the handle makes it stop running, it's a problem with the flapper not reseating. This could be caused by the chain/strap from the handle to the flapper hanging up or the flapper hanging up on the overflow tube. Remove the tank lid and flush the toilet. watch what happens and if it keeps running, wiggle the handle and see what that does. Adjust or replace the mechanism that is not working. The chain/strap to the flapper should be adjusted to allow the flapper to "just" seal.

You may need to replace the flapper. Also make sure that the chain from the handle to the flapper doesn't get tangled.
Take the tank lid off and flush the toilet. If the flapper doesn't return all the way back into the hole and the chain isn't tangled then it is either defective, worn out and installed improperly.

adjust your valve and also make sure that the little cup at the bottom over the hole is seating properly over it sometimes they don't seat proper and still let the water run out of the tank, look inside the tank to see if the ball floats to surface if it does not then adjust it. Good Luck !

Open the back up, and make sure everything looks normal.Fix anything visually wierd. If you can't call a plummer. You need to get this taken care of immidiatley. My mom recently flooded her home because hers was constantly running. The toilet got clogged, and the water kept filling but couldn't go lower, so it just over flowed and flowed and flowed and flowed.

Aleakin' flapper or your valve arm is too high and water coming up to top of overflow pipe and just keeps running. Bend the float arm down a tad and see it that works. High water bills and sewer?

lock the door and tie it down!!!
Actually, if you have an old toilet or if you have hard water scale, go to the local hardware store and get a replacement flush valve, float ball and the rest. Changing it is a snap and it will solve your problems.

The best way is to replace the mechanism inside. Contact a plummer. You can also lubricate all moving parts that is above the waterline in the reservior.
