Only if all IP addresses are assigned by the State of Oregon. I'll try to explain.

The secret to IP addresses is that each network that wants on the Internet must sign up with a domain registrar (such as VeriSign.com or Register.com). In turn, the registrar assigns that network a block of IP addresses that can be doled out to each computer that comes online (or in the case of an ISP, to each customer.) These blocks come in three classes: A, B, and C. As you probably know, IP addresses are groups of four numbers like 192.168.0.1.

In a class A network the domain registrar assigns that first (the leftmost) number in the IP address to the network and it's called a Network ID. The networks can assign the next 3 groups of numbers . In a class B network the registrar assigns the first two number, and in class C networks the first 3 numbers. The State of Oregon is not a network and the people in the state can have their personal IP address assigned by AOL, Yahoo, Earthlink, Joe's Internet Service, whoever has been designated as a class A, B, or C network.

Since the State of Oregon needs internet service just like you or me, it has to go through a network to get it's own IP address. But Oregon can set up its own INTRAnet service that can connect all state offices to one another without accessing the INTERnet. And they can assign their own block of IP addresses and assign them at will to their own state offices and state employees.

I sure hope my explanation hasn't confused the heck out of you. To put it another way, any person, any business, any state that needs internet access must get their IP address from a network and the network must be registered with a domain registrar. Since the State of Oregon is not in the business of hooking up its residents to the internet, there is no main IP address that could be blocked. It would have to be done on an individual person by person, business by business, basis.

Foreign countries, on the other hand, have been known to control all internet access. If the foreign government IS the registered network with the domain registrar.....

plrr

This is impossible unless you know what IP ranges each ISP uses for that state. Even so, when you look up some IP addresses, they just say they are from the USA and do not specify a state or city whatsoever. Some do not even show the country.

Since there are loads of possible ISPs which probably change their IP ranges frequently, what you're trying to do is far to difficult and time consuming, and would not work 100%.

Sort of. You can block IPs belonging to Internet Service Providers of those states, but many ISPs have regional ranges rather than state ones, or assign IPs haphazardly, so it would be very difficult to block a state. However, you could try.

Did you find a solution yet? what was it? I have the same problem where I would like ONLY my city to view my website. Maybe only white list your city zip codes and black list any and all other codes? what do you think?
