It certainly can be! I know I've been tickled past the point of sanity before, and it can be very draining. However, light playful tickling can be very fun, and I often wish for it to never end. -I guess anything could be used as torture. The time and intensity seperates fun from torture.

tklshtklr is correct when she says that time and intensity can determine if it is pleasure or torture. Other factors include the motivation of the tickler (Is the tickler only interested in self pleasure or mutual pleasure? Does the tickler respect the ticklees feelings and desires? Does the tickler want to keep it fun and pleasurable for the ticklee?), Is it consensual tickling or non-consensual tickling? It the tickler digging in too deep and not giving adequate air breaks?
I am a very ticklish tickler who LOVE to give and receive gentle to moderate tickling in long, playful encounters. It is vitally important for me to make sure that my partner always feels safe, respected and is having fun.
I have been known to engage in "Playful tickle torture" but the tickling is never deep and painful and the tickler always receives air breaks and feels safe.
