Not usually. Because the prepaid companies aren't locking you into contracts, they have no incentive to give you a free phone. Free phones are usually used to entice people into signing up for contract deals. Check out http://www.prepaidreviews.com - a lot of the providers there provide phones for fifty dollars or less. And as mentioned, Tracfone has one of the cheapest phones out there, but it also is feature limited.

but a Tracfone is only $20 & comes with a few free minutes

I live in Australia and here it is impossible to get free prepaid phones, but we can get cheap prepaid phones here, starting from about $50 (Aussie dollars). I surpose you never know, try to put yourself down for competitions and maybe you could win one that way! I hope you win!!!!!!!
