I had this happen once when I moved a computer. It turned out that the beeps (according to the manual) indicated that the RAM test was failing at power up (no RAM installed). I removed the RAM module and re-inserted and the computer powered up. Couldn't hurt to try this if you know how to do it.

Does your pc have a graphics card installed or is it embedded on the motherboard? If your PCI slot has a card in it that your monitor cable just happens to attach to, it's a card. What you're chatting about reads a lot like a failed video card. Try swapping it out to see if the problem is fixed. If it's an embedded video chip, you may have to toss the motherboard. Have you done anything lately to the computer or moved it around that may have caused any changes in it's behavior? Good luck. Hope I was of some help.

You have a device that has failed or one of your PCI cards has slipped out of the slot. This happens if you move the computer. If you call the manufacturer and relate to them the tones (with rythym) they can tell you what went wrong.

Or

Open the case and remove al the PCI cards. See if your computer boots. If so, shutdown and plug in one of the cards you took out. By process of elimination you will find out which card is bad....I would start with the modem first. Usually these fail before any other card.
