According to The Hitchhikers Guide to the Galaxy, humans are the 3rd smartest animals and Dolphins are 1st. Which what is the 2nd smartest if we're 3rd? But heres my opinion, We're second and dolphins are 1st. Just because they dont have thumbs and cant communicate the same way as we do doesnt mean theyre not smarter. Besides they know how to fight off sharks while in the water, whereas we freak out, panic and always wind up getting ourselves attacked (of course its not our if we dont know that theyre below us while surfing/swimming)

Is Your question a direct one or You truly mean something different?
If You meant "smart" for "intelligent", it could be humans and proof is the technological and cultural development.
But if You meant "smart" for Survival Abilities, then correct answer is cockroaches. They have survived over 5 million years. No other species have done such.
They are completely omnivorous. They even eat soap or wood.
They have over 15 species, totally adapted to their enviro.
They not only have an extraordinary nervous system, but are also able to fly...
They are yucky and disgusting, but if there will be any survivors to Humans' Pollution Era, those will certainly be Roaches and probably some other insects...

Parrots.
In Animal Planet's program "Most Extreme Animals: Smartest", parrots were ranked #1 as the world's smartest animals (parrots were ranked above chimpanzees, dolphins, etc.). Not only have parrots demonstrated intelligence through scientific testing of their language using ability, but some species of parrot such as the Kea are also highly skilled at using tools and solving puzzles. Some parrots apparently have intellectual abilities beyond those of humans.
There was also a scientific study done on a parrot (by the name of N'kisi) whose owner (Aimee) believed it had telepathic ability to read her mind and verbalize what she was thinking. This study confirmed Aimee's belief!
N'kisi is a captive bred, hand raised Congo African Gray Parrot. He is 4-1/2 years old, and his species has a life span similar to humans. He has received teaching in the use of language for 4 years. He is now one of the world's top "language-using" animals, with an apparent understanding and appropriate usage of over 700 words.
N'kisi was not trained like a performing animal, and does not just mimic or use speech "on cue". Instead, he has been allowed to develop his own creative relationship to language as a means of self-expression. N'kisi speaks in sentences, showing a grasp of grammar in formulating his own original expressions. He is capable of actual conversations. He often initiates comments about what we are doing, feeling, looking at, thinking, etc, which is how we discovered his ability to read minds.
N'kisi often demonstrates telepathy in spontaneous situations, and also communicates love, compassion, and a keen sense of humor. Language-using animals are like "animal ambassadors" helping to bridge the worlds of other species with our own. In the wild, parrots live in large flocks with complex social interactions, which have yet to be studied.

there should be 2 animals running for the first place,
a chimpanzee
or
a dolphin
but, since chimps are studied more(since they live on land), i believe the smartest animal is a chimp
i would not say human is an animal. because, i dont like myself to be categorised as animals.

from my own personal knowledge, i would say it was the dolphin.... but scientists dont even know all of the animals that even exist. There is no way to tell
