Does society put too much energy into the uncertain and not enough into the certain when it comes to improving upon society?

At every step of the way humanity has faced an unknown factor that could mean the end or the beginning of some event that has required some sort of human involvement in the solution. Bush knew he was commending us to the hand of God when he dove into this dark and dangerous space we are now in. And no-one but God is really able to see the end of all this. And some say we aren't putting enough energy into this and others say we are putting too much energy into it. So it is apparent that we are putting our energy into the uncertainty as if we have doubts we will come out of this right. We had better change this into a certainty or it will always be an uncertainty. That means we need to put more energy into the certainty so we can go ahead and continue to help society improve.

Well let's say scientists are trying to create a better source of fuel for a car. If they succeed then guess what, it's a huge hit for the enviroment and mankind. If not, there's millions of dollars down the drain. But they gain more knowledge anyways from their loss AND have a chance of it actually becoming reality. "Take chances, make mistakes."
