Try getting your shoes a size larger or with a larger width. You can also try wearing open toe style heels and sandals too.

4 inches is a bit too high. That's why with the pull of gravity, you bear down on your toes which is not good. There are a number of things you can do:
1. Change the shoes into a wedge type. This way, even if your heels are too high, your weight will not have to be concentrated on your toes only.
2. Be sure that you prop up your feet above your heart after wearing your shoes and frequently while wearing them.
3. Be sure you have the right size.

You're wearing a size 11, so I'm going to guess you are tall? Put that with a 4 inch heal and you are causing your foot to slide down in the shoe, pinching your toes. Try putting some cotton at the tip of your shoe so that your toes can't be pushed down and into each other, you also might want to put some cotton, just a bit, between your toes, to keep them from trying to push on top of each other. Also make sure your shoe is wide enough for your foot. There are a number of shoe widths, and if your foot is wider than the shoe width, you are going to have problems no matter what you do.

Pain under the ball of the foot (Metatarsalgia) is a common complaint among women wearing high heels and fashion shoes. Pain in this area of the foot may also occur when wearing hard shoes without any cushioning inside, such as work boots. Metatarsalgia occurs when the metatarsals (forefoot bones) drop and the surrounding ligaments weaken. The entire forefoot structure collapses, in turn leading to excess pressure and friction under the ball of the foot. You can try lower heels, i think beauty is pain, honestly but if you think its too small get and open toe most of the time the heel is to high for some people especially if your not used to being in such a high heel you can get used to them or change the size your feet slide forward when your heels that high up and that definitely takes getting used to I'm five feet i wear heels that high most of the time. Good Luck and if the shoe is too smaller get it bigger or your get corns my mom always told me that and i dont have any yet and hopefully never will.

Keep two tubs half filled with water side by side one having tolerably hot water and another having cold water. Approximately add 3 spoons of table salt per gallon. Alternate soaking your feet for about a minute each in these two tubs. Do it till the hot water feels cold then change the water to little more than warm and add salt and soak the feet in it for about 15 minutes. Try to flex and release feet a couple of times, rotate it clockwise and counterclockwise when you are soaking them in water. This will definitely relieve pain. You may also massage your feet when you are sitting and watching TV.

The suggestions already made aboput changing your foot apparel are probably your best bet.
