I am currently looking and will come back with an answer, but the answer above is wrong. Mac Suzuki of the Mariners wore #96 also. So far the jersey number I have found that no one has ever worn are: 69,73,74,76,78,79,80,83,86,87,88,89,90,91,92,94,95,98
The jersey numbers with only one person are: 00,67,69,71,75,81,82,84,93,97
This list is only after looking at the jersey history of the Astros , the Mariners, current players, retried jerseys.

This is a guess. Bill Voiselle wore number 96 with the Braves and Cubs. The reason: he was from Ninety Six, South Carolina, and wore the number as a tribute to his home town. At the time, no one had ever worn a higher number. Since then others have worn 99, but I would think 96 is a pretty strange number in baseball.
