Its a line from this poem I found on the internet, but I don't get what it means.

It is either a metaphor for removing the person's ethnicity, or it is a description of the sun "bleaching" the bones that are exposed and allowed to remain in a desert area subjected to direct sunlight.

It means you get a "chilly" feeling because something scared you, or is really creepy. The saying is how it is because you really cant suck the "whiteness" out of your bones, unless of course, something could reach in and take over you completely (in other words, scary, horrible, creepy, terrible, gruesome, etc.)
