to be honest with you scrapbooking can be really inexpensive, you just have to know how to use any object you find, with double sided tape or a glue runner, anything can become an embellishment. Wrapping paper or discarded book pages also makes awesome frames. I'd give it a try, you can even find things at dollar stores.
Other things you can do is crochet or knit, there's MANY books out there to buy that teaches you what you need and how to make nice things.

crochet, sew, knit, scrap books dont have to be high priced, if you have a dollar tree store near you, you can get packets of paper, stickers, page protectors, paper cutters and even the books 12x12 or smaller, glue and the double faced tape too. make jewelry, at least you would use it later. you can put as little or as much into any craft as you want. if you start quilting you could buy scrap fabric at yard sales and thrift stores. same with yarn and so on. even just going to yard sales can become a full time hobby.

Autograph collecting. I found a bunch of email addresses online with which I had pretty good success. Then I found a pretty comprehensive address site (now a pay site). I write letters or emails, sometimes send photos that I have printed from home, and send them in self-addressed stamped envelopes. But for most, they send me signed (sometimes pre-printed) photos in return for my email or letter. So I spend a little time and 39 cents (soon 41?) and I get a nice photo of someone I can hang on the wall.

During the summer months I hit yard sales and buy wool. In the winter time I knit or crochet some afghans. Sure makes those long night go faster.

Quilting!
I started quilting when I was 19 and pregnant- made a baby quilt and have been hooked ever since. I use to work from home and make money selling my quilts and purses.
You just need a sewing machine (you can buy a used one or borrow one from a relative), a good pair of sissors, and iron, and all of the notions (thread, pins, and things of the like).
Fabric can range from $1/yard to $15/yard. Patterns are free on the internet, and you are making useful things to boot.

Try macreme, you could make a hemp necklace or bracelet and it's relatively cheap, a ball of hemp will last you a long time and it's worth the money spent, plus you can add beads and little trinkets.

I knit. I make scarves for my friends and family to save money during holidays and birthdays. Yarn can be very expensive but, some stores like Wal-Mart sell yarn for almost nothing.

I like to take pictures of odd, fun & interesting things...a bit of a photo hobbiest. You can download some free plugins to tweak your photos & give them some cool effects.
It's really fun!! and keeps you busy all day =D
