If your computer is directly connected to the internet it probably has a public IP. If it is connected through a router the router will assign a private IP as the router gets the public one and "shares" it among all the local machines. If you need more than one public IP you generally have to buy them from your ISP.

Port forwarding is generally done at the router in order to send data to a particular machine in the LAN the comes in from the public IP.

I did it through my router. In the router admin there should be a section for it.
