I am planning on moving into an apartment in June. I will be living on the first floor, but the air conditioner unit is on the roof of the thrid story. Will that cause problems cooling my apartment? Will that cause my unit to run overtime and raise my bill?? I don't want to pay an insane bill for a one bedroom!

It shouldn't since the gas pressure is so high, and for such a short distance, it won't matter. Just make sure the lines are properly and fully insulated.

It won't make any difference, only thing to check will be to make sure the pipes between the unit on the roof and your outlet in the room are well insulated.

if the electric bill is high you need a higher efficient unit that distance is not going to effect it

That distance will not put more load on the system.
