I'm not really sure why the price would be changing, that is if you are doing a package with Disney. Their prices remain the same, unless they offer a promotion. They have a discount out right now and are supposedly getting ready for the next promotion on the 12th for free dining for late August and September, not sure if it is true or not.
Disney changed their site not too long ago and I have been reading about a lot of problems with it. For example, prices changing, packages changing, etc. So perhaps you are experiencing this. May you should call Disney and get the prices that way. You may find them to be more accurate. You could also use a travel agent, their prices are the same as Disney, but since they deal with it every day you know they are getting you pretty accurate prices.
As far as when to book, Disney's prices are going to be the same no matter what day you book. But, it does depend on when you will be traveling. They have a value, regular and peak season, which means the price will increase with each season. So if you are getting different prices for different dates, that means that you are pricing in a different season. If you are getting different prices for the same dates, something is changing or the site you are pricing on is incorrect, the price should be the same no matter what for the same dates, unless you priced before and after a promotion or something like that.
You can always book your vacation now, not sure of when you are going. If a promotion comes out, you can always call and change it. They may not have availability for your resort or room, but you can usually find something pretty close. But, you do not have to wait until the promotion comes out to book it.

I don't know about when to BOOK them, but I know you should SCHEDULE your trip for around the second week of September. This is after all of the locals have returned to school and the college students have started hitting the books, so it is less populated and the hotels (and airlines) are usually running great specials.
The only bad thing about September is how hot it is, but at least by then the rainy season (what's a rainy season anymore?) has mostly ended.
Also, I have heard that you should check airline prices just before and just after midnight. After you determine which time frame has the cheapest flights, then you know the next night to look at that time to book a flight.

I don't know about prices but it is usually really really crowded, if you want to go, go the week of labor day, we went that week and we road all the rides in magic kingdom atleast 3 times by 12:30, and we got started at like 9:30 or 10:00 so it's a really good time to go.

Off peak seasons are best. Visit http://www.disneyworld.com and look at "wonderful weeks at Disney." You'll be able to scroll through the calendar and notice the weeks highlighted. These weeks are lower in attendance and Disney lowers their fares for rooms on these weeks.
Typically, the best time to visit is anytime in mid January - early March and then from late September - mid December. Always avoid holidays and weekends!

September in the least busiest time. A usually the best prices and packages. Rumor has it wait until April 12th. Free dining package available. I hope this helps
