I know that at Cal State Fullerton they are accredited or something like that in which when a student studying to be a teacher graduates they can move to any state without having to take any more exams to see if they are qualified.

Yes, they do offer it, but it is a minor degree program. It means you still have to select a major. It is because of a state of California regulation according to their website. To get credentialed there, you would have to complete your masters degree which would be an additional year or two before you got your teaching credential.
