Saw a documentary a long time ago on a special breed of either Goats or Sheep that are used to eat the very top fibers on expensive persian rugs and they make the rugs look brand new. Need help finding out what kind of goats or sheep these are and where they are located.

I can't imagine any possible answer - Persian rugs are so short that an animal that could nip off the ends of an existing carpet would be the size of mouse, not a goat.
Rugs are normally never sheared after they are made and usually the problem is that they are worn short, not too long.
