You most certainly do NOT need circumcision!

Many doctors will suggest circumcision, as it is profitable and easy for them. But it's not their penis which will be permanently mutilated! Insist on a second (and even third) opinion if your doctor turns out to be an advocate of chopping. As the article above explains, there are many less-destructive alternatives.

You seem to have a mild case of phimosis, a condition where the foreskin opening is too tight/narrow for it retract fully behind the glans. There are several things you should consider/try before thinking about circumcision.
First try "stretching exercises." In one stretching exercise, you take two fingers and stretch the opening as far as it'll go without pain or discomfort by hooking a finger on either side of the opening and pulling in opposite directions (essentially like increasing its radius). Stretch then hold it in that position for a few seconds, let go and relax for a few seconds, and repeat. Do this process for a few minutes each day for a few weeks to a month; it's best to do this after a shower. In the meantime, clean up as much smegma as possible when taking a shower.
If after a month or so and this doesn't seem to work, you should ask your doctor about prescription creams. In one study, these creams are the most cost-effective treatment (link 1). If after yet another month or so and still no improvement (and in your condition this would be really rare) you might want to consider surgical intervention.
Note that surgical intervention doesn't necessarily mean circumcision. There are other procedures that remove little foreskin and have the added benefit of being cheaper, has a quicker recovery time, and probably less painful (link 2). Circumcision should really only be considered when everything you're willing to try has failed. See the other links for more info on phimosis and general hygiene stuff. You don't have to retract, but it will maximize your sexual responses, as retraction presents the full inner foreskin to stimulation. Circumcision complicates life because it removes the most sensitive part of the human body ... which are the ridged bands found directly within the foreskin opening. In degree of innervation they compare favorably with the finger-tips and lips.

In the interim you can flush out any smegma by flushing beneath your foreskin with clear, clean water only (no soap!), or by pinching your foreskin shut while urinating. Urine being sterile, there's no problem. Do this in the shower, however, as it will spray a bit when you let go.
There is always the possibility that your foreskin has adhered to your glans for some reason ... perhaps it was forced back in childhood by a well-meaning but misguided doctor or parent ... and later reattached itself. To test this possibility, do the pinch test ... and see if the foreskin completely balloons out. If not, you may need to have a physician attempt separation ... or simply leave things as they are.
Finally, there is one other possibility. Your frenum may be too short to permit full retraction. An exercise to lengthen the frenum is demonstrated here:

With your fingers, simply pull out, away from your body, on the underside of your foreskin, where the frenum is located. Hold the stretch for up to five minutes, and repeat the exercise two or three times each day. In time the stretching will encourage new skin cell growth.
By the way, what means "this late in life"? Oh, and additionally, you are not "uncircumcised". You are intact.

Trust me, as you clean it each day, it'll slide back more and that smegma won't happen again.
I know from experience. :) And it only takes like five seconds to slide it back and rub the head. You'll be fine if you do it each day.
Being uncircumcised has its benefits, too.
What happens is that you probably didn't slide it back before.
For example, on newborns and young children (up to puberty to be exact) the foreskin usually doesn't slide back; it's attached to keep anything dirty from touching the head. It separates as you get older, and that's when you can start washing. The more you do it the more it'll slide back. Masturbation also helps in getting it loose, since it's moist in the inside already (like your eyelids) it should feel good, too.
Some doctors/Americans don't know anything about a foreskin though; however, elsewhere in the world where they don't circumcise they know plenty. Circumcision is not needed nor recommended for a tight foreskin; it reduces sensitivity and worsens sex in significant number of men; two new studies (as in new as of this month) again have found that. People here in the states are mostly brainwashed, though, and lack research. =)

Before getting circumsized, you can practice more trying to roll it back when not erect. I know this will often cause erection, but be patient. If you have significant pain when erect, then you should discuss with your father. That is what dads are for. He will respect you, and certainly understand. No other male will have your best interests. If you need to have it done in the end, you will be fine. Only takes a week or so to heal. You have to be comfortable with your body in the end. But do not hesitate to get advice.

There is no need for you to be circumcised.Some simple stretching exercises with a topical ointment should do the trick.See your doctor and if the doc says to get cut seek a second or third opinion.Getting cut is NOT the way to go for a simple tight foreskin.and Mary S,speaking as a man,I think your vagina would look a lot better if it were mutilated,all those loose flaps and that clitoris hood too,away with them,it will look so much nicer.

circumcision is not THE solution for a tight foreskin problem. All you need ot do is stretch the foreskin out a little more so it will glide smoothly off the head when you need to retract for cleaning. If you find simple stretchign isn;t workign, then ask your doctor for a steroidal cream to apply that can help the process.

Dude what ever you do do not get cut. Lots of doctors say that you should but you will find that they all are cut and know no difference. All you need to do is pull the skin backa little more each day and it will stretch. Leave your penis the way it was made. the foreskin serves lots of functions. If you ask a european doctors they will say not to get cut because most are not cut in their country.
