In 1968 the North Koreans captured a US navy ship off of the coast of North Korea (it is still debated if this ship was in international or N. Korean waters .. probably the latter). The crew was held hostage and a great deal of sophisticated electronic gear fell into the hands of the North Koreans and hence into the hands of the Russians/Soviets

Are you refering to the USS Pueblo? That was a Navy ship that was seized by North Korea. The crew was held for a year before being released. Lyndon Johnson was president at the time. (1968)

a us navy ship, the USS Pueblo, was monitoring north korean communications, in international waters, of the coast of north Korea. They believed the ship to be in their waters and so they attacked it and captured it.
