I'm going to do some guessing, based on a small amount of actual knowledge.

The one in the middle, with the pointed hat, represents Germany.

The one at the end is most likely Britain.

The one with the long robe, saying "If you hit that little feller, I'll......" is (I THINK) supposed to represent Russia.

The way WWI built to a world war was basically that one country "picked on" another, someone got angry so they got involved, then someone else got angry that the third group got involved, and basically, you have your Good Guys / Bad Guys / Good Guys / Bad Guys / Good Guys............. situation. (easiest term I could think of was "good" or "bad" guys)

Hey this is a great cartoon showing the alliances between countries before World War I. It shows how the idea is, if you attack my friend then I'll have to attack you, but then your friends will attack me and my friends will attack them.

There is the German with the spikey helmet, the far right figure is the British chap, the guy in the funny hat and robes is the Ottoman Empire, and the guy next to the British chap could either be France or Russia. My guess is the small fellow on the far left is Serbia, where the whole thing began in 1914 with the assassination of the Archduke Franz Ferdinand, and his wife, in Sarajevo, Serbia.

This cartoon - 'A Chain of Friendship' - appeared in the American newspaper the Brooklyn Eagle in July 1914.

The caption read: “If Austria attacks Serbia, Russia will fall upon Austria, Germany upon Russia, and France and England upon Germany.”

The characters in order from left to right are Serbia, Austria, Russia, Germany, France and England.

This cartoon is talking about the posturing of the nations before the start of WW1. Serbia had a alliance with Russia to come to their aid, Austria-Hungary had an alliance with Germany, France and Russia were allies, and Britain had a really old treaty with Belgium to come to there aid.

Hey Jerry T, I think the last guy is American. Look real closely at his hat and the neutral tone he speaks in

The speaker is the cartoonist himself? The occasion is Halloween night, just before the election? The audience targeted is the voters, or else the politically aware types? The purpose is to make fun of Obama's poor record and his attempts to make it look better than it is? The tone is humorous anti-Obama? These are my guesses.

Thanks for posting this cute cartoon, Cheri.
Jerry T has given the best answer here.
Hey, Steven! That is not America, that is Britain.
The U.S. had nothing to do with the European alliances prior to 1914.
