if this is for a WiFi enabled laptop there is nothing you can do. 802.11x isn't a true bi-directional protocol unlike the 802.3 standard.

Well if you really want to control the bandwidth for your system you have to control bandwidth for the entire NETWORK. Thus it needs to be done inside the router. (Some do have this, they aren't at your local store.)

The other option is to have a "gateway" computer that has the software to shape for the entire network.

Download Traffic Shaper XP. It allows you to control the bandwidth used by your computer and applications.

I actually downloaded it just now to see if it works, and it's great! You can manage connections, make rules for how much bandwidth programs can use, and it displays everything that's using your connection. It's free too.
