The hard black stuff is residue from whatever material you've been ironing at too high a temperature. It can be removed fairly easily with vegetable oil and exra-fine steel wool while the iron is barely warm. If you are ironing synthetics, it is best to use a clean, slightly damp piece of cotton over top. It's a good idea to use this even with a brand new iron. Also, spray on starches, fabric softeners, and the like can cause discoloration on your iron.
The temperature settings on your iron could also be miscalibrated, or if it is old, worn out. If this is the case then replace it with a new one that comes with a warranty.

A little bit of oven cleaner should do the trick! Be careful and use in a well ventillated area. When your iron is completely cool, spray on a layer of oven cleaner and let sit. Wipe off!

We use steel wool, like a Brillo pad. This won't work if you have a Teflon coated iron, unless you want to remove the teflon.

take it down to the local mechanic shop and have them put it on their electric buffer wheel. you wont get any of it on you that way.
