when a person tries to tickle him- or herself, the cerebellum sends to the somatosensory cortex precise information on the position of the tickling target and therefore what sensation to expect. Apparently an unknown cortical mechanism then decreases or inhibits the tickling sensation.[19] A small percentage of people however, have found it possible to tickle themselves.

It's because your body is immune to your own touch and not another person's touch which is why it tickles more when somebody else tickles you instead of when you tickle yourself.

it does when you're not really thinking about it, like if you scratch your foot or lightly brush your hand across your arm you can tickle yourself...but when you actually TRY to tickle yourself, i guess its kind of like youre anticipating it, so it doesn't really do anything....

I asked my doctor why that happens, and he said that when another force (another person in particular) comes in contact with you and breaks your bodie's "force", it causes it to tickle, versus your own "force" intercepting your "force". Kinda confusing, but thats basically what happens.
