This question has bothered me for years. They intentionally made it so it could be either. I just saw a commercial and they said "Pet's mart, pet smart." So, i think its both.

it used to be pets mart but then they got the bright idea to change it and make it pet smart, hence why they spent tons of money on new signs for the fronts of all the stores where pet is in red and smart is in blue

its pets mart. Its a store to get pets and pet supplys. Kinda like walmart is wal mart. petsmart is pets mart.
