Its called rush hour because that is the time when everyone is rushing around to get home, pick-up and take care of kids, pick up perscriptions. A million other things. It is ironic that because so many people are left taking on these tasks at the same time that it slows everyone down.
They are still rushing through all the delays and frustrations at that time of day as best as they can.

Everyone is getting off of work at the same time, are in a rush, but don't care to follow the road rules and drive slow on the roads with lights, therefore causing everything to slow down.
#1. For example, when YOU are the first person in line when the light turns green, how long does it take you to go from zero to the MPH speed limit? When the light turns green, you hit the gas pedal immediately and be to speed within seconds along with everyone behind you, but does that happen, NO! So what happenes is that traffic backs up onto the ramp and people slow down a few hundred feet before they get to the ramp to get on to the exit and since they slow down, people behind them slow down.
#2. When the speed limit is 55MPH, there are lots of people who want to get good MPG at that 55MPG and other speed demons behind them end up being on their bumper. Then after that, when the honest "obeying the law" 55MPH person (named Bob for instance) want to get over, there are those speed deamons who are behind other 55mph people and Bob can't get over, so Bob ends up slowing down below 55MPH so he won't miss his exit.
#3. Oh and f course there are the speed demons who can't control their cars and get into wrecks which causes people behind them to stop dead still.---->
#4. Oh and since there was a wreck, even though there was 3 or 4 more lanes next to the wrecked speed demon, there are always "rubber neckers" who have to always slow down to an almost screeching hault to just GAWK at the wrecked guy which causes everyone behind the gawkers to slow down also.

because there is to many cars on the road and this cause jams on the road and this slows down traffic.

because everyone on the road is rushing home and it gets packed.the better question is why do you drive on a parkway and park on a drive way?

Because most people get off work at the same time causing too many cars driving on the streets and freeways at the same time, therefore it appears everyone is in a rush.
