Abstinence-only education doesn't work--the children aren't taught how to make healthful decisions because they only have a tiny portion of the available information. Despite the best efforts of the teachers, some of these kids are still going to have sex. If they aren't taught about contraception, they are FAR more likely to have unprotected sex.

If young people are not going to practice abstinence and monogamy - and they never have and never will - then teaching them about contraception and disease prevention is necessary. Just because they might never use a condom does not mean they shouldn't know about them.
Those who insist on teaching monogamy and abstinence only are responsible for unwanted pregnancies and the spread of STDs.

In fact, some studies have found that 55% of kids who didn't think they'd broken their "chastity pledges" also stated that they'd had oral sex. Also, the STD rates among kids who sign chastity pledges are equivalent to the rates among kids who don't. AND kids who sign chastity pledges are less likely to use protection if they do have sex, because carrying around condoms makes them feel as though they're being hypocritical.
So the best plan is to be optimistic first, but realistic as well. Teach the kids that abstinence is the only foolproof method, but that if they are going to have sex then they absolutely need to use protection. Because if they don't, there are enormous risks, and using protection doesn't make you dirty...it makes you smart.

Well, just because you're married to a person that doesn't mean that it's 100% safe to have sex with them. And, we should probably teach the youth to not be promiscuous AND how to use a condom. There still going to have to use something like that when they're married.

You have good intentions here, but it's unrealistic....most guys will not turn sex down if given the opportunity, and I known a lot of girls that had on night stands....50% divorce rate, too...so if people aren't abstaining and they aren't monogamist, then teach them the 98% safe method instead of the 100% safe method they won't use
If the people are religious then they'll hear about monogamy and abstinence from their religious institution anyways
