Because he can. When they are in recess the President is authorized by the Constitution to appoint cabinent positions including ambassadors that can serve through the current session on Congress (< 1 year).

Example: John Bolton who is no longer UN ambassador.

Power games. Presidents have a right to name whoever they want to certain posts, such as ambassadorships, but the Senate seems to want to make every appointment a battle. Get your Dem buddies in the Senate to stop the games and get real.

Is Bush selling us out or are the Dems being obstructionists? Besides, Bush is an elected official who run one of three branches of government. Hardly a dictator.

Appointees are always named and then the Senate approves them. You can't "bypass" the Senate, are you kidding? A source would have been helpful.

Bush has found plenty of tricky ways to avoid Federal law.

Look at his trade agreements, he found a way to bypass the Senate. It's called fast track....and it is terrible for America.
