Your PC probably has a couple of terrible viruses, along with some really bad malware, spyware and temporary internet file build-up, which will keep getting worse the longer it goes untreated. You will eventually need to just buy a new PC. When you have a PC problem, it is best to fix it immediately, if not, it just gets worse, PC's never fix themselves.
If your dad does decide to fix it, instead of shelling out the loot for a whole new PC, please make sure he goes with someone who is reputable and licensed. Check out the GeekSquad in your area - they work with Best Buy.
Also Staples offers PC repair, and OfficeMax does too.
There are also a bunch of no name PC repair places out there - but I suggest going with a major company name for your protection, if possible. I always say this to my friends, b/c just in case you need to go back, or if need a warranty on the service that they provided. Sometimes spending a little more is worth the piece of mind. Good luck!

This is bad advice but would work:
if it's a desktop, Turn off the PC, and open up the case and theres a 20 or 24 pin power connector plugged into the motherboard. It's approximately 1.5 inches in length. Theres a clip on the side; While pressing the clip, unplug it from the motherboard. This won't cause any damage, but will not allow the computer to turn on.
If that works for you, go with your father to the repair shop and state that the computer is running slow as well- as having adware and viruses.

that's kind of simliar to my computer the hard drive isn't matched to the screen so sometiems teh screen just becomes one color or my computer is the only thing that turns on i don't know the quick fix but you can always reboot the screen and see if that helps. or you can just turn it off and leave it. don't stress out the mechanics of the computer, that just damages it- if it's your hard drive, turning it on 20 times screwed it over. plus, you are the library, try and do most of hte work there. if it was a document just retype it [that's why i use a flashdrive for back up for these situations] ps why is this in teens?

man brother.. wish i could help. computers aren't so complicated. they are machines and your human... i have a degree in computer science.. but you don't learn anything about how to fix a computer with this degree. i once paid 80.00 dollars to get a new modem installed... and i haven't ever paid for any computer service.
if you have a problem, try fixing it yourself. don't be afraid of the computer... you are it's master. people generally are concerned about ruining a computer.. but if it's already broke.. you can't really mess it up any further.
most important... back up all the data that is important. save your pictures... save all the text/data files you want.... and search google for all the errors that you have... google is a great source.
as a last resort, you reinstall windows... most computer stores to fix errors that are crazy... just reinstall windows. look for your system disks... and go from there.
it's not rocket science......

Well if the truth does not work, then try to fix it yourself.
A clean computer is key to a faster computer. Run the 3 scans below.
Run a virus scan weekly.
Update and run your Anti-Virus program. Don't have one? You can run a free online scan from CA.
http://www3.ca.com/securityadvisor/virus...
Run Spybot and Adaware weekly.
Download, update and run Spybot---http://www.safer-networking.org/... . Don't forget to use the Immunize feature.
Download, update and run Adaware---http://www.lavasoftusa.com/software/adaw...
Now to prevent spyware from being installed in the first place....
Download SpywareBlaster---http://majorgeeks.com/download2859.html
SpywareBlaster doesn't scan and clean for spyware - it prevents it from ever being installed.
It's main features include:
- Prevent the installation of ActiveX-based spyware, adware, browser hijackers, dialers, and other potentially unwanted pests.
- Block spyware/tracking cookies in Internet Explorer and Mozilla/Firefox.
- Restrict the actions of potentially dangerous sites in Internet Explorer.
Now lets clean up your registry.
Run RegScrubXP weekly. Run Cleanup every time you log off.
Download RegScrubXP--http://www.majorgeeks.com/download.php?d...
Safely cleans junk out of the Windows 2000/XP system registry. All changes made to the registry are fully restorable to it's original condition. You can make an exclusion list of registry entries that RegScrubXP will not display as problems. You can sift through a list of file extensions, company names, run upon startup programs, Internet Explorer history, and uninstall programs to delete what you think is junk.
Download CleanUp---http://www.stevengould.org/software/clea...
Free disk space, make your computer run better/faster and protect your privacy - all in one easy solution. All for free!
Now lets clean up your disk.
Run a Disk Cleanup 2 times a month. Run Disk Defrag. monthly.
Do a Disk Cleanup and Disk Defrag. You can find both of them by following the path below.
Start>all programs>accessories>system tools>Disk Cleanup. Let it do its thing. You can check every box that has something to delete.
Now follow the same path and do a Disk Defrag. Again just let it do its thing.
Now lets tweak your connection.
If your speed is good I would not mess with it by trying to tweak it. If you do tweak once it is done you should not have to do it every again.
There are many programs out there to do this. I will give you 2 of them.
The first one is TCP Optimizer.
Description: The TCP Optimizer is a free, easy Windows program that provides an intuitive interface for tuning and optimizing your Internet connection. There is no installation required, just download and run.
http://www.speedguide.net/downloads.php....
You can get support for the best way to set it up right from their forum http://forums.speedguide.net/
The second one is Cablenut.
Windows XP tested and approved
CableNut is a tool for optimizing your Internet Connection. We have provided a way to tweak any option you may want to in the adjuster. You can load "CableNut Custom Setting" files that are included with the program to tweak your Internet connection.
http://www.cablenut.com/
Again support is available right from their forum.http://www.broadbandnuts.com/index.php?p...
All programs are FREE!
After applying the suggestions above you will have a clean and faster computer. Enjoy.

You could always whine about it to him rather than the Yahoo Answers group. If he hasn't fixed it, there might be a logical reason (time, money, replacing in near future, etc...). You may also check with friends that know more about computers to see if they could help (with your parent's permission of course).
