To watch TV on your machine you will need a tuner card. I recommend Hauppage, anyone of the Haappage cards is fine.

Unfortunately, the S-Video socket on laptops is an upsteam-only port. Meaning that once hooked to a TV, the port functions to display what is on your laptop's screen onto the television, and not the other way around.

The svideo simply lets you view your pc on the tv screen. If you play a dvd on the pc, it can also play on the tv.
I doubt if you have a tv tuner. If you add one, it will be more expensive than a tv, so I wouldn't bother.
