The Arms Race was the act of The United States and Russia trying to outperform each other in Military Strength, particularly in new technology and building up a nuclear arsenal. During the Cold War, both of these nations had military budgets in the trillions in order to prevent the other nation from causing a "gap" (missile gap, technology gap, etc) and becoming superior to the other in a particular feild. The Arms race eventually bankrupted the Soviet Union and was a major factor in its downfall.

It's a race to see who can develop weapons, usually atomic or nuclear weapons, in great numbers or greater strength then their enemies. This term was used in the Cold War, the 1950s and 1960s, between the USA and USSR. No one ever wins an arms race, by the way, and the tax payers who have to pay the bills are hurt the most.

Referring to military weapon or "arms". Both Russia and the U.S. engaged in efforts to build bigger and better weapons than the other. This period, after WWII (1945) through the middle 60's was called the Cold War. Technically, folks differ on its "end" or whether it has really ended. But the breakup of the Soviet Union greatly reduced tensions between the two superpowers.

It is when countries compete to stock up on and create new military weapons as well as gather military intelligence. Like in the Cold War.
