Is it because they want to change it to retreat defeat and surrender?

The way you phrased the question you're obviously making a statement more than asking a question- however, I'll bite.
My guess is that they want to take that phrase out of the upcoming budget bill because the GOP is using it to get support for whatever it is they want.
You can go back through any congress (though it seems the last congress did this the most) where they came up w/ crazy names to draw support to bills. Off the top of my head the Patriot Act. Obviously nobody wants to vote against something called "the Patriot Act." That'd be pretty unpatriotic.
By the same token, it's hard to vote against something necessary for the "global war on terror." Labels are VERY important in politics. I.e. "death tax" vs "estate tax"

Dems believe in surrender,
Had they been in charge in London theyd be NO UK today & Id be under Nazi rule.
Maybe terrorsits fund the DNC thus make "nice".

They are trying to fool the liberals that there is no terrorist danger. (they're easy to fool).
